Project Overview

Pro Safety Management (PSM) was engaged by BT Business to support in delivering a training solution which enhanced the ability of telecoms project managers to interpret and maintain compliance with the Construction (Design and Management) (CDM) Regulations 2015. The project involved a 6-week pilot study to evaluate the effectiveness of online specialist Telecoms CDM training.

Challenges

To assess the effectiveness of an e-learning CDM for Telecoms course as a foundational learning solution to improve confidence and competence in delivering the requirements of the CDM Regulations. Key learning points included, planning and designing out risk, managing construction phase activities, and protecting employees and customers to meet B2B contract requirements.

Solutions

PSM provided a comprehensive pilot program that included:

Pilot Setup: Defining measurement parameters, developing user questionnaires, issuing onboarding guidance, and registering 46 BT project managers.

Pilot Rollout & Support: Providing 46 CDM e-learning licenses, 4 weeks of user access, online support, and training certificates upon completion.

Performance Reporting & Tracking: Issuing quarterly dashboard reports, creating reports based on questionnaires, and providing regular updates on course content.

Implementation Stages

  1. Planning Stage:
    • Goals and objectives agreed with BT.
    • 46 project managers assigned to the pilot.
    • User briefing documents and guidance prepared.
    • Data capture and reporting mechanisms developed.
    • Evaluation questionnaires embedded within the course.
  2. Implementation Stage:
    • Users have a maximum of 4 weeks to complete the course.
    • Standard support and guidance provided.
    • Feedback captured using end-of-module questionnaires.
  3. Evaluation Stage:
    • BT stakeholders access raw data via a shared link.
    • Reporting learning pack issued for review.
    • Follow-up meeting to understand results and decide on wider training program rollout.
