The challenge

Kazakhtelecom is Kazakhstan’s largest telecommunications company and the country’s national operator, with operations covering the entire territory of Kazakhstan. Pro Safety Management was appointed to deliver an independent health and safety review across six regional centres: Astana, Aktobe, Ust-Kamenogorsk, Kostanay, Shymkent and Almaty.

Kazakhtelecom needed an objective assessment of how safety arrangements compared with international best practice across an operation spanning an entire country. The review had to cover fifteen categories of high-risk work, assess consistency between regions and distinguish wider differences in approach from site-specific issues, within a single three-week assessment programme.

Our approach

  • Bespoke audit framework

A framework covering fifteen high-risk activities, including work at height, confined space entry, electrical installation, earthworks, transport, data centre operations and permit to work.

  • Evidence-based validation

Findings validated using documentation, direct observation of live work and interviews with operational teams.

  • Consistent regional criteria

Every region assessed against consistent criteria, creating a reliable basis for comparison and highlighting variations in regional practice.

  • Regional reports

A standalone report for each regional centre, documenting positive practices, observations and opportunities for development in each functional area.

  • One international review

Findings consolidated into one international review, distinguishing cross-regional themes from individual site observations.

  • Practical guidance

Guidance documents, templates and briefing materials to help Kazakhtelecom act on the recommendations.

Outcomes & impact

  • A clear, evidence-based assessment across six regional centres, benchmarked consistently against UK and international best practice
  • Differences between regional arrangements identified using consistent assessment criteria
  • Findings categorised to show where existing practice was strong and where improvements were recommended
  • Prioritised actions, guidance and templates to support next steps
  • Findings grouped into three tiers: aligned with best practice, close to it, and where change was recommended
  • Examples exceeding typical UK arrangements identified, including daily driver medical examinations
